Good governance refers to a set of principles that governments can follow to make sure that they rule in the best way possible. These principles can make it more difficult for corruption, abuse of power and abuse of human rights to happen. They also aim to improve the way that governments make and implement decisions so that their actions meet the needs of the people.

Good governance relates to political and institutional processes and outcomes that are necessary for governments to achieve their policy goals. This involves developing public institutions that conduct public affairs and manage public resources in a responsive, effective and efficient way. It also includes guaranteeing citizens human rights. This includes measure to reduce of abuses of power and corruption, as well as those that strengthen the rule of law.

Good governance means that government is responsive to the present and future needs of the people. It means that policies and decisions are made in a careful and systematic way. It also means that interests of all groups in society are taken into account, not just the majority.

The United Nations Economic and Social Commission for Asia and the Pacific lists eight characteristics for good governance (UNESCAP 2009) as follows:
